In answer to your question Ernie, I say "no" it's not ok. A race is put on with an entry fee that is used to cover the expenses that you mentioned and/or donated to charity. To run without paying when there's a specific fee listed is not fair to those that did pay, and negates the reasons for having entry fees in the first place.

If a bandit should choose to enter, (as many insist on doing in large races) they should do so knowing that they are an unofficial finisher and all results of theirs became null and void when they went to the starting line, or somewhere close by, as an official bandit. That's because they're an official BANDIT and not an official ENTRANT.
